HSX Moves Forward with Participation Agreements
In early March, HSX had a kick-off meeting with legal counsels for each of its founding members to discuss participation agreements. These agreements will outline rules and guidelines for robust health information exchange. They will also define the permitted data uses for access to the HSX Clinical Data Repository.
Currently, HSX provides Direct secure message exchange for all purposes covered under HIPAA. Through the participation-agreement process, HSX intends to expand the permitted data uses to include population health, prevention, and research on an exception basis. Ultimately, HSX will work with all of its members to negotiate a common agreement. HSX seeks to establish the agreement for execution by June 2015.
